Local Organising Committee

The 2018 FIFA World Cup Russia™ Local Organising Committee (LOC) was set up by the Government of the Russian Federation and the Football Union of Russia in January 2011. Chairman of the Russia 2018 LOC is Russia's Deputy Prime Minister, Vitaly Mutko. The LOC's CEO is Alexey Sorokin.

The LOC has three levels of management:
  • Supervisory Board
  • LOC Chairman/Managing Board
  • Chief Executive
The planning and staging football tournaments
The LOC is responsible for the planning and staging of the 2018 FIFA World Cup and the FIFA Confederations Cup 2017.
Cooperation with FIFA
The LOC cooperates with FIFA on two levels. The strategic decisions are made at the level of LOC Management Board meetings with FIFA participation, and at working level the LOC interacts with FIFA within Project operations group.
Cooperation with the regional committees
The Russia 2018 LOC also coordinates activities with the regional organising committees in the 2018 FIFA World Cup Host Cities.

Supervisory Board
The Supervisory Board is the Russia 2018 LOC's highest-ranking management body. The Board takes strategic decisions on preparations for the FIFA World Cup in Russia, and appoints the LOC's CEO.

The LOC's Supervisory Board is headed by Russian President Vladimir Putin. Other members include federal ministers, football authorities and business representatives. The Supervisory Board's First Deputy Chairman is Russian Deputy Prime Minister Vitaly Mutko. The Supervisory Board's Deputy Chairman is another Deputy Prime Minister Arkady Dvorkovich.

The Supervisory Board convenes as the need arises.
Managing Board
The Managing Board coordinates the LOC's operational activities. The board monitors the implementation of instructions issued by the Supervisory Board, approves operational and financial planning and oversees activities relating to preparations for the FIFA World Cup.

The Managing Board is headed by the Chairman of the Russia 2018 LOC and Russia's Deputy Prime Minister Vitaly Mutko. The Managing Board includes representatives of the key federal government departments involved in preparations for the FIFA World Cup: the Ministry of Internal Affairs, the Ministry of Finance, the Ministry of Transport, the Ministry of Foreign Affairs, the Ministry of Justice, as well as representatives of the Football Union of Russia and Joint-stock company «The Agency for Housing Mortgage Lending.

The Managing Board meets at least once a year, however, on the average, four meetings are held during the year.
LOC Board with FIFA participation
The FIFA – LOC Board is the highest-ranking body for cooperation between the LOC and the International Federation of Association Football (FIFA). The Board considers and approves the strategic areas of the LOC's operations.

The FIFA – LOC Board convenes three times a year.

Deputy Prime Minister Vitaly Mutko is Сhairman of the LOC and First Deputy Chairman of the Supervisory Board.
Alexey Sorokin
CEO of the 2018 FIFA World Cup Russia™ Local Organising Committee
Alexey Sorokin is the CEO of the LOC. He previously served as Secretary General of the Football Union of Russia and was the leader of Russia's bid to host the FIFA World Cup.
Dmitry Godunov
Chief Operational Officer of the 2018 FIFA World Cup Russia™ Local Organising Committee
Dmitry Godunov is the COO of the LOC. Prior to joining LOC he served as the Senior Vice President of the Organizing Committee of the XXII Olympic Winter Games and XI Paralympic Winter Games of 2014 in Sochi.
